<br/><br/> Describes with examples the Proliferation Security Initiative (PSI) launched in 2003 by the USA to counter the proliferation of WMD by stopping and searching ships at sea or in port. The article indicates the high level of importance of intelligence information, the need for decisions arising from the intelligence to be made in conditions of uncertainty, and the need, given that PSI is a political commitment, for due weight to be given to public perceptions of risk.
