Considers the proposition that war is now so technologically driven that it would be possible to develop some basic principles which when properly applied would make victory a certainty. After looking at various commentators on war and warfare who address both the technology and the social aspects, this article concludes that although such deductions can be drawn war will continue to be ultimately a matter of human will.
