China hardly needs to have an expansionary military strategy. This continues to be its general guiding policy that was restated in its latest defence white paper. A three step development strategy is being executed with the first step being to lay a solid foundation by 2010, 2020 to make a major progress and the third to basically reach the strategic goal of building informationized armed forces capable of winning informationized wars by the mid 21st century.
