<br/><br/> "Ballistic missile proliferation and WMD proliferation go hand-in-hand, yet missile norms remain the most chronically under-developed of all the international arrangements surrounding WMD. Very little progress has been made since 1990 and virtually none since 2001." This article explains why making progress has been so difficult, why waiting for "something to turn up" is not an option, and suggests some pragmatic and practical steps to move the process forward.
