Biological attacks and the non-state actor : a threat assessment /

This article assesses the nature and scope of the threat to national security posed by biological weapons in the hands of individuals or organisations other than states. Key factors include the motivations and disincentives for carrying out a biological attack as well as the technical challenges involved. Concludes that non-state use of biological weapons is not at present a serious threat, but that the scientists engaged in pathogen research should be carefully monitored.
