Asks why the training by some of the world's best instructors (more than 40 countries have been involved) of over 277,000 Iraqi security personnel has not translated into a more stable country. Concludes that training is important but by itself is not enough, that what is required is more akin to nation building and that it is necessary for the U.S. public and politicians alike to understand the complexity of what is being undertaken and that it will be a very long process.
