Starts with analysis of the threat posed by the al-Qaeda movement, then looks at the implications of events in the middle east (Iraq, Iran, Afghanistan), and considers what the UN should be doing. Then looks in detail at terrorist finance and communications with particular reference to the internet, and concludes with some suggestions on how to begin reducing the violence.
