The book sets out to provide the first ever Japanese explanation for the war with China and the Pacific War, and tries to identify who was responsible for the events that had such catastrophic results not least for Japan itself. Among the conclusions are: that a lack of command and control from the highest levels resulted in field officers taking and implementing decisions, that Japan's military could in effect operate without any meaningful civilian control, the media supported war, and human rights were given low priority.
