This second part of the study looks at terrorist groups that are neither part of Al Qaeda nor share the same global jihadist aims. These are considered as follows: terrorist groups with an Islamist agenda in their own country (e.g. Hezbollah, Hamas), Muslim terrorist groups that are primarily separatist or ethno-nationalist but which also represent a threat to the US or its allies, and highly able non-Islamist terrorists (e.g. Basque separatists, Tamil Tigers, FARC) plus antiglobalisation and extremist political movements. The final main section looks at the convergence of terrorism, insurgency, and crime in the forms of human smuggling, drug and arms trafficking, piracy, kidnapping, and money laundering.
