N2  - To overcome cuts in defence spending Britain's armed forces are making increasing use of Private Finance Initiatives (PFIs). There are multi-billion pound PFIs for headquarters buildings, training, and one is being negotiated for air refueling. This article is concerned that PFIs are being used to overcome the budget limitations at a time when the UKs armed forces are extensively committed to war fighting overseas
