N2  - Despite commonly held opinions that New Zealand's defence forces have undergone substantial change since 1991 this article argues that this is not the case. Changes that have taken place have been largely as a result of economic constraints, force structure is much the same, and "there has been no real effort to restructure the NZDF for evolving contemporary roles". The reason given for the lack of change is lack of interest by defence policy makers
