This study of the evolution of Myanmar's foreign policy shows how the country has been able to leverage the interests of neighbouring India and above all China in its dealings with the outside world. Priorities are said to be state building, development, and the need to defend the regime so that it can create an enduring constitution - an objective that takes precedence over democratisation.
