North Korea's underground nuclear test has caused analysts to reconsider the balance of power and risk in north east Asia, to reassess which other countries possess or have the capacity to build nuclear weapons, and to ponder the suggestion that Kim Jong Il is carrying out as big a bluff as Adolf Hitler did in 1938, and that appeasement will be as bad a policy now as it was then.
