N2  - The article examines the debate among relevant sections of Russia's foreign policy elite regarding the country's military-technological cooperation policy with China and changing views under presidents Yeltsin and Putin.  Three main issues are explored.  The first is the potential threat to Russia of arming the Chinese military. Second is the impact of arms transfers to China on the East Asian military balance and regional stability especially for the Taiwan issue. Third issue is the prospects for a Russo-Chinese military alliance and U.S. factor in Russo-Chinese relations
