Considers how successful Southeast Asia's regional security entities (APEC, ARF, ASTOP) have been in helping ASEAN member states meet their legal obligations under international non-proliferation instruments, particularly UN Security Council Resolution 1540. The background to this paper is al-Qaeda's intention to acquire nuclear weapons, the apparent lax security of the expanding nuclear energy and nuclear research programmes in Southeast Asia, and the growing evidence that Southeast Asia has become a significant base for international terrorists.
