<br/><br/> The USA has taken a cautious but generally positive approach to limiting the proliferation of small arms but has characteristically refused - mainly for domestic reasons - to get involved in formal legally binding international arrangements. This approach could harm unstable regions as well as damage US credibility among allies and partners.
