Security policy is explained in terms of its roots in Javanese culture while the lack of change since the fall of Suharto is due partly to resistance within the TNI and partly because parts of the Suharto regime are still in positions of power.  Asks whether internal pressure for reformasi and external pressure from international agencies will be sufficent to change the national security state of Indonesia.  Despite considerable recent changes in military ideology, the removal of guaranteed military posts in the legislature, and divestment of military businesses it is suggested that more needs to be done to extend civilian control of the military, meanwhile the military needs to see that this is in their interests too
