Explains why the US is finding it extremely difficult to hire the right people for intelligence work, to train them, or to allow them to collaborate effectively. The causes are said to be pedagogical, cultural, and organisational. Some measures are suggested that could at least partially remedy the weaknesses. Emerging information technologies already being used in commercial organisations and NGOs has the potential to address key aspects of the structural problems facing the intelligence community.
