Explains why, since the end of the Cold War, liberal democracies have had so litlle success in conducting military interventions. suggests that the main reason is that to be successful force must be used decisively, requiring a balance between means and ends. However even if that is achieved an asymmetric response from a weak opponent could easily offset Western military might, and in that sense the West's superiority is of little consequence.
