Expalins that there are in fact many different international coalitions in the fight against terror each dealing with different aspects such as military, intelligence, finance, law enforcement etc. and that these often have overlapping interests that may enable and/or constrain each other. Sets out some parameters for ensuring effective coordination between different coalitions to avoid unitended consequences.
