Argues that battle command - the ability of a military commander to assess and assimilate information and make decisions - will continue to depend on the commander's intellectual ability. Despite the capabilities of NCW, or indeed because of them, "... the commander operates with erroneous, incomplete, overwhelming, or nonexistent information". The impact of information technology on battle command should be understood, but so too should its limitations.
