Agues that the NPT and its subsidiary instruments have done little to stop the spread of nuclear weapons capabilities since the end of the Cold War. Suggests there are no indications that they will be any more effective in the 21st century. Calls for the international community to accept that nuclear disarmament cannot be achieved, and for the development of new arms control arrangements that will reflect the reality that nuclear arms proliferation cannot be prevented, only managed.
