Analysis of the basis of the United States nuclear deterrence. Argues that America's current arsenal of high yield weapons makes the severity of the threat high but its credibility low. The use of new specialized weapons against hardened or deeply buried targets would enhance threat credibility but reduce its severity. Suggests how these limitations could be overcome.
