Airing grievances in the Spratly Islands:  Taipei announces plans to build new runway

<br/><br/> Taiwan announced December 2005 that it plans to build an eleven hundred metre runway on Itu Aba for the use of its Coast Guard search and rescue missions.  More recently it has been admitted that military uses are also envisaged. This move is seen as a destabilising step in an already volatile situation.
