Considers why the approaches were different and how effective they have been. Argues that the European model required countries to re-consider national sovereignty to allow for the development of intrusive, effective forms of multilateralism and that has been further developed since the end of the Cold War. By contrast most countries in the Asia Pacific treated multilateralism as a way to enhance sovereignty.
