Operations in Afghanistan and Iraq have renewed interest in close air support, the integration of air and ground power, and shifting relationship between the two. This paper considers three points: How should air attack and ground manoeuver be integrated? How should the terminal attack control function be executed? How should any conflict be resolved that might arise between the requirements of ground manoeuvre or ground fire and air attack? This is part of the work done by RAND on Project AIR FORCE over the last ten years.
