Old wine in new bottles: computer based "information warfare" and propaganda / by Gary D Rawnsley - 2005

Both China and Taiwan have made substantial investments in computer based information warfare capabilities. It is thought that computer based IW will serve as part of a broader military strategy that revolves mainly around conventional offensive and defensive military actions. However this article suggests that the capacity to wage computer based IW is currently limited, largely untested, and has value primarily as a psychological tool.
