It has been argued that the balance of power theory has become irrelevant to understanding state behaviour in the post-Cold War world. This article suggests this is not the case and identifies examples (Kosovo, Iraq War) of soft-balancing strategies by states intended to constrain the power and threatening behaviour of the United States.
