Targetting terror: the ethical and practical implications of targeted killing / Eric Patterson and Teresa Casale - 2005

Distinguishes between assassination and targeted killing. The latter is described as force directed against enemy combatants and thus similar to the use of marksmen on the battlefield. This paper argues that it is both pragmatic and ethical to undertake such targeted killing of enemies in the war on terror, while also considering the potential and pitfalls of such a strategy.
