N2  - Using the example of the 2001-2002 crisis between India and Pakistan this article tests the presumption by political decision-makers that coercive diplomacy is a viable alternative to war.  India tried but failed in its attempt to use forceful persuasion to end the crisis on terms favourable to itself despite being the stronger power in the dispute. This, it is said, exposes the limits of coercion in solving long standing territorial and ideological disputes and therefore calls into question its value as a method of diplomacy
