Examines how ethnic divisions have been addressed in recent cases of institution-building directed by international forces following military intervention: Bosnia, Kosovo, Afghanistan, and Iraq. Finds that an 'assumption of intransigence' has tended to make difficult situations worse by anticipating problems that may not even exist.
