Suggests that China's third generation of leaders, with Jiang Zemin at the core, were primarily concerned with securing China's economic development. Their policy on Taiwan was designed to ensure that the Taiwan issue did not delay or undermine development, and had two basic components: using the U.S. to suppress Taiwan, and appealing to the Taiwanese public.
