N2  - Project Eagle is an overarching plan to transform Marine aviation dating back to 2022, but service leaders only recently started discussing it publicly. Project EAGLE's embedded three-FYDP plan is the strategic lift vector of Marine Aviation to 2040. The objective is to achieve a framework that enables the Marine Corps to adjust the current Planning, Programming, Budgeting, and Execution Assessments process to meet the correct future operational requirements
