This article looks at Singapore and demonstrates that contrary to the argument that domestic politics does not affect Singapore's foreign policy, the domestic imperative of legitimizing the political dominance of the ruling People's Action Party shapes the hedging strategy. This is a strategy that avoids choosing between Washington and Beijing, cooperating while avoiding confrontation for commercial and financial survival.
