N2  - This article seeks to demonstrate that there is a certain degree of political participation in contemporary China. The 'masses' in China are categorized as members of autonomous grassroots organizations, local elites and victims of rights violations. This article looks at how the masses express their opinions to inspection teams dispatched by county governments. The grassroots are seen to have a role in providing feedback on policy although their suggestions may be only heeded to some degree by higher-level authorities
