<br/><br/> The international community did not respond in a timely manner in the Rwandan genocide crisis. The UN has since then enhanced its capacity for early warning as well as refining risk analysis. This article analyse the evolution of early warning and the response or lack of in the escalating violence in Rwanda, Darfur, Cote d'Ivoire and Ethiopia. Despite improvements, failure to respond is more due to lack of political will.
