Assesses the roles played by the national leadership, the legislature, local governments and the military in the process of national democratization. The chapter on the Philippine's military: 'The Military and Philippine Democratization: a case study of the Government's 1995 Decision to Modernize the AFP', documents the lobbying efforts of the military in the media as well as in the executive agencies and Congress. The author is unimpressed by the way the AFP Modernization Law fared in a context of democratic decision-making, but underscores the fact that the Philippine military shows itself to be constitutionalist and democratic in orientation.
