International regimes, such as the European Union, APEC and NAFTA, have repercussions upon the autonomy of subnational government; growing subnational foreign action and contemporary conditions foster the formulation and implementation of foreign policy in federal and quasifederal states. Examples are drawn from Australia, Canada and the US; and from Basque nationalism.
