Suggests that the development of an extensive network of European institutions since the Second World War has puuled countries together creating frameworks of economic, political and military cooperation which discourage extreme nationalism. Proposes that there is no natural limit to the enlargement of institutional Europe and that this has important implications for Russia, the Balkan states and the Caucasus.
