Argues that the political-military balance of interests is at the core of Middle Eastern regimes. The need for Arab regimes to maintain political control of their armed forces raises two important points: first that the methods used to maintain control often undermine the combat potential of the armed forces, and second that succesful control in the past is not an indicator for the future. Looks in detail at the situations in Egypt, Jordan, and Syria.
