The quantity of small arms in circulation throughout the world is large and growing rapidly. World production may be in the tens of millions annually. Arsenals continue to grow and weapons have become so commonplace in some parts of the world that they have encouraged habitual recourse to violence. This book considers how the numbers can be reduced but notes that no measures will be effective unless they include substantial cuts in new production.
