Calls for the United States to support the indirect promotion of religious tolerance in the Muslim world rather than the direct promotion of Western style democracy. Recommends the US support Muslim human rights activists and intellectuals just as it did their Soviet equivalents during the Cold War. Suggests that there is an opportunity to be grasped and that this is the most effective way to counter Islamic terrorism.
