Japan: using power narrowly - 2004

Japan has considerable economic power at its disposal but has used this in rather limited ways primarily to ensure access to sources of foreign raw materials and foreign markets for its goods. Japan has remained at peace with the world and has maintained close relations with the U.S. should military might be needed. Japan is thought not to have aspirations to be a major world power.
