Insurgency and counterinsurgency in Iraq - 2004

Suggests first that insurgencies are rarely taken seriously enough early enough, and second that the U.S. in Iraq faces a situation where the preconditions for a sustained insurgency clearly exist. Analyses the present position of Iraqi opposition to the U.S. and identifies some possible options for progress as well as the risks not just for Iraq but for U.S. foreign policy.
