Iraq and rational conflict termination:  war without end states?

<br/><br/> The outcome of the 1991 Iraq war highlighted the lack of planning by the Coalition for what to do when military victory had been achieved. This article argues that the same conflict termination failings will be made in the (at the time of writing) anticipated conflict, and goes on to state that these failings are inevitable and that the basis for discussions on rational termination of conflict are fatally flawed.
