Examines the potential use and place of nonlethal weapons in the context of security policy and strategy. The link between strategy and the kinds of weapons and forces that a nation develops is first illustrated by case studies of Japan,1900-1941 and of the United States during and post Cold War. Fictional scenarios are then explored to illustrate the application of existing classified and open-source, nonlethal technologies. Concludes that the shift toward nonlethal technology will require a revolutionary shift in thinking about defence and deterrence.
