N2  - Although Biden's nuclear weapons policy is to deter and retaliate against a nuclear attack, his current structure and content of Nuclear Posture Review (NPR) may not achieve this.  Critics notice the new policy could permit a nuclear response to a cyberattack for example and this is not desirable.  Then, there is no political appointee on the National Security Council to represent the guidance in the NPR process.  It is deeply flawed and will fail to significantly reduces reliance on nuclear weapons
