Examines the rise in the 1950s of American perceptions of vulnerability to Soviet ICBM attack. These perceptions persisted until the 1980s when Gorbachev rose to power and challenged the notion of confrontation. The perceived threats evaporated yet without being resolved in the way that 30 years of cold war had suggested would be essential.
