<br/><br/> These headlines merely surface for acute public awareness in moments of critical threat that are sparked by persistent hostile actions that largely play out in the opaque terrain of private systems and networks, and the closed channels of government. These campaigns continue in a day-to-day reality of constant contact between adversaries and network defenders, a non-overt struggle veiled by nondisclosure agreements, closed epistemic communities of specialized expertise, and the "Blizzard War" of other pressing national security topics commanding policymaker attention. Such lack of transparency regarding breaking events is not a new phenomenon in international relations.
