<br/><br/> This paper argues that the application of comparative policy analysis offers a promising venue to further advance foundation studies, particularly when it comes to understanding the antecedents of the recent expansion and configuration of this organizational form. Hence this research focuses on the meso level of analysis and tries to understand policies supporting the development of foundations from a comparative perspective.
